Trying to reach a compromise between Mayor Arnell Willis's second budget and the budget presented by Alderman Marvin Jarrett, Alderman Larry Brown presented a budget on Thursday, February 3, 2011 for the council to consider at the 6:00 p.m. meeting.
Brown delivered the budget to the council via email at 11:30 a.m. Brown also delivered printed copies of the budget to the police department which circulated the budget throughout the day.

Mayor Arnell Willis, calling the budget submitted by Brown "illegal" because the mayor has to "present the budget;" promised to veto the budget and on Friday, February 4th, he did provide notice of a veto of the budget passed on Thursday night. The city has been operating since that time without a budget in place under a state of emergency declared by the mayor. |
